The Rules and Regulations of CRDP’s Staff and Employees

 The staff members at CRDP are categorized into permanent employees, contractors (full-time and regular) and wage earners. They are subject to the general recruitment requirements applicable to the employees at public institutions except for the specific conditions listed in CRDP’s internal laws and regulations.

Appointment:
    CRDP President is appointed by a decree issued from the Council of Ministers upon the suggestion of the Minister of Education and Higher Education.
    The Administrative Director is appointed by a decree upon the recommendation of CRDP President and the Minister's proposal.
    CRDP’s Heads of Bureaus and Heads of Technical Services are appointed by a decision issued by the Board of Specialists upon the suggestion of CRDP President and the approval of the Minister. They are selected from CRDP’s specialists who meet the specified conditions and the required qualifications. The duration of appointment in the decision is specified and is not to exceed a period of two years that may be renewed.
    Assistant specialists are appointed by a decision issued by the Board of Specialists upon the suggestion of CRDP President and the approval of the Minister.
    The remaining administrative staff at CRDP are appointed by a decision issued  by the Board of Specialists upon  the suggestion of CRDP President and  following the approval of the Minister of Education and Higher Education.
    Vacancies at CRDP may be filled by permanent and temporary staff in public institutions by placing them out of the cadre and following the official procedures.  Vacancies may also be filled from applicants out of the cadre who meet the general and specific conditions of employment as stipulated in the applicable laws and regulations.
    The same provisions which apply to state employees are applicable to the staff and employees of CRDP regarding the duties, rights and prohibited actions, taking into account the laws that are specific for CRDP. 

The organization of the teaching staff and other staff in the Teacher Training Centers and training institutions (Decree No. 3439 of 21/6/ 1972):
    The teaching staff in the Teacher Training Centers consists of:
-    Teachers of Secondary Education, Physical Education and Technical Education affiliated with the Ministry of Education and Higher Education cadre
-    Contract teachers who get paid according to the number of hours they teach.
-    Specialists or assistant specialists from CRDP’s cadre are assigned to carry out guidance, counseling, and technical supervision as well as other technical tasks at the Teacher Training Centers. Their number is specified annually in CRDP's budget.

    The directors of the Teacher Training Centers are appointed in accordance with the provisions of Law No. 320 of 20/4/ 2001.
    A number of teaching staff from the cadres of the ministry who work in primary and intermediate education or their equivalents in the field of Physical Education and Vocational Education may be assigned to carry out certain tasks related to administration or supervision.
    Article 11 of Decree No. 3439 of 21/6/1972 states the following:
"All the current Teacher Training Centers that are subsidiaries of the Directorate General of National Education or the Directorate General of Youth and Sports are considered to be established by and assigned to CRDP."

    The following are determined by the Board of Specialists decisions and are subject to the approval of the Minister of Education and Higher Education:


- Internal regulations of the Teacher Training Centers and pilot schools
- Organizing scholastic and Official Exams related to these Teacher Training Centers
- Setting students’ admission conditions and organizing entrance exams as well as personal affairs and rules of conduct
- Sections, teaching materials and curricula at the Teacher Training Centers which need to be presented to the advisory body prior to the Minister’s approval
- Other provisions necessary for the proper application of this decree (3439 of 21/6/ 1972)
